SPEAKER BIOGRAPHIES FOR SOME OF OUR SPEAKERS

SESSION I: A REGIONAL PERSPECTIVE

Chair: Mr. Roger Roy, Transport Canada, Ottawa

Mr. John Forster, Director General, Environmental Affairs, Transport Canada

John Forster is the Director General of Environmental Affairs with Transport Canada in Ottawa. At Transport Canada he is responsible for the Department’s internal environmental operations, and their work in promoting sustainable transportation in Canada, including climate change and other air issues.

Previously he was Director of Sustainable Development at Natural Resources Canada where he coordinated environmental policy issues, including the preparation of their first sustainable development strategy. Prior to that, he worked in the departments of forestry and environment developing sustainable development policies and programs in the forest sector.

He has a Bachelor of Science degree from the University of Toronto, and an MBA from York University, and completed environmental policy and economics studies at Harvard University.


Mr. John Spacek, Senior Director, Transportation Policy and Services Development Branch, Manitoba Department of Highways and Transportation

Mr. Spacek is responsible for the development and implementation of integrated multi-modal transportation policies and service development strategies and programs. In this capacity, Mr. Spacek establishes, leads and directs project teams to support, develop and promote Manitoba’s transportation sector, private sector service developments and general transportation sector initiatives supporting international trade and industrial developments in Manitoba.

He also leads and directs the development of transportation policy options and provides policy advice to government. Prior to entering government service, Mr. Spacek was Principal of Spacek & Associates from 1988 to 1995, a consulting firm offering services in transportation, energy and the environment. During this period, he was also Manager of the Canadian Oxygenated Fuels Association from 1990 through 1994, a national association representing the Canadian methanol industry. Other prior involvements were as a principal of SYPHER-MUELLER INTERNATIONAL, a member of the Strategic Planning Branch of Transport Canada, an independent consultant and as Planning Officer with the Water Transport Assistance Directorate of Transport Canada. Mr. Spacek has an Honours BA in Economics (Dean’s List) from the University of Western Ontario. He also attended (1972-1974) the Graduate School of Urban and Regional Planning at Queen’s University on a CMHC Research Fellowship.


Bob Mitchell, Executive Director, Environmental Affairs, Alberta Resource Development

Mr. Mitchell is currently Executive Director, Environmental Affairs, with Alberta's Department of Resource Development. His educational background includes degrees in economics and finance. Professionally, Bob has more than 20 years experience in both the oil industry and government. Most of the last ten years has seen an emphasis on working on the climate change issue for the Alberta Government. Related to these efforts, Bob is a member of the National Air Issues Coordinating Committee on Climate Change and Co-Chair of both the National Climate Change Process’s Enhanced Voluntary Action Table and the Monitoring and Reporting Group. Further, he has served on provincial, national and international committees looking at policy instruments that would cause the private sector to internalize the environmental costs of development.


SESSION II: AN URBAN PERSPECTIVE

Chair: Dr. Clarence Woudsma, University of Calgary

Rick Borland, Director, Winnipeg Transit

Mr Borland has served as Director (General Manager) of Winnipeg Transit from 1980 to present. He was previously Transportation Planning Engineer (City of Winnipeg) between 1972 and 1980, preceded by various junior transportation related positions from 1967 to 1972. As Director of Transit, he reports administratively to the Chief Administrative Officer of the City of Winnipeg, and politically to the Standing Policy Committee on Public Works.

 

Winnipeg Transit operates a fleet of 535 buses, approximately 25% of which are low floor wheelchair accessible buses, providing service to approximately 39 million revenue passengers per year on 64 routes. The department has approximately 1300 staff providing regular transit service for able-bodied passengers, and Handi-Transit service for those physically unable to use regular transit. In 1998, 450,000 trips were provided on the Handi-Transit system. Mr. Borland is a Graduate of the University of Manitoba (1967) with a B.Sc (Civil Engineering) and a Master of Transportation Engineering (1971) from the University of Waterloo. He is a Registered Engineer in the Province of Manitoba, a Member of the Board of Directors of the Canadian Urban Transit Association and a Member of the Senior Management Team for the City of Winnipeg.


 

Mr. Clive Rock, Translink Greater Vancouver Regional District

Clive Rock is Manager, Strategic Planning with TransLink (Greater Vancouver Transportation Authority).  Mr. Rock was instrumental in the establishment of TransLink, which, on April 1, 1999 took responsibility for transit, major roads, vehicle emission testing and transportation demand management throughout Greater Vancouver.  Clive is also an Adjunct Professor in the School of Community and Regional Planning at UBC.

Mr. Rock is particularly familiar with transportation and climate changes issues in Greater Vancouver and is a member of the Transportation Climate Change Table.   In April 1999, Mr. Rock addressed the US EPA Clean Air Advisory Committee on this issue.

Previous positions include Administrator - Transportation Planning for the GVRD; Manager of Engineering with the City of Richmond; Vice-President Planning and Marketing with BC Transit; and teaching in the Department of Town Planning at Leeds Metropolitan University in England.

Clive holds a B.Sc. in Civil Engineering and a M.Sc in Transportation from Leeds University in England.


David W.J. Leonhardt, B.A., C.T.M./C.L., Public and Government Relations Director, CAA Ontario

David Leonhardt is a native of Pierrefonds, Québec. He was educated at St. George’s School of Montreal and Carleton University in Ottawa, where he earned his B.A. in Political Science. Subsequently, he served as an assistant to the Hon. Gerry Weiner, a federal cabinet minister. Mr. Leonhardt served as Manager of Public and Government Relations for the Canadian Automobile Association from 1989 through March, 1998, when he assumed the responsibilities of Public and Government Relations Director for CAA Ontario.

David Leonhardt currently serves on the Board of the Ontario Traffic Conference, on the Board of the better Roads Coalition, on the Environment Minister’s Drive Clean Multistakeholder Advisory Committee and on Ontario’s Anti Smog Action Plan Steering Committee.

David Leonhardt has served as a Board Member for National Transportation Week Inc., as a member of the federal Transport Minister’s Advisory Committee on Accessible Transportation and on numerous committees of the Transportation Association of Canada and the Canadian Council of Motor Transport Administrators.


SESSION III: A FREIGHT TRANSPORTATION PERSPECTIVE

Chair: Dr. Barry Prentice, University of Manitoba, Winnipeg

Captain Rejean Lanteigne, Vice-President, Operations of the Canadian Shipowners Association (CSA).

Captain Lanteigne manages the relations between the CSA and government agencies on legislative, regulatory, policy and operational matters that impact directly on the environment in which its members operate.

Prior to joining the Association, Captain Lanteigne spent 15 years with the Canadian Coast Guard where he became Director General of the Marine Safety Directorate. He was also a marine consultant for the Government of Morocco, a professor of Nautical Sciences in the Quebec Maritime Institute and served as Navigating Officer and Master in a variety of commercial ships trading worldwide.

His professional qualifications include a Canadian Master Foreign Going Certificate and a Masters Degree in Public Administration.


Mr. Ed Ewanochko, Director of Safety and Compliance, Bison Transport

Ed Ewanochko has spent most of his life in the trucking business. From P&D operations in Brandon and Winnipeg on the prairies to interstate trucking, Ed has experienced trucking from the perspective of the driver, dispatcher and manager. In addition, Ed has done consulting work in quality control including ISO 9000 certification. Ed’s education includes numerous specialist courses such as advanced accident investigation with business administration designations at the diploma, under-graduate and graduate level. Ed has written articles for trade publications and participated in numerous panels and presentations at the provincial and national levels.

Ms. Grete Bridgewater, Manager, Environmental Policy and Regulations, Environmental Affairs, Canadian Pacific Railway

Ms. Bridgewater’s current position is Manager Environmental Policy & Regulations, Environmental Affairs, with Canadian Pacific Railway, based in Calgary, Alberta. Ms. Bridgewater’s primary responsibilities at CPR include the development of corporate environmental policies, strategies and programs to address environmental issues and opportunities and to monitor and report on regulatory trends and compliance. Prior to joining CPR in 1991, Ms. Bridgewater worked for several environmental consultancies; taught environmental management courses at the Faculty of Environmental Design (University of Calgary); and conducted research at the Department of Epidemiology & Health (McGill University). She holds a B.Sc. (Biochemistry) from McGill University and an M.E.Des. (Environmental Science) from the University of Calgary.
