PRESIDENT: Lloyd L. Ash

Lloyd Ash is General Manager, Trimac Consulting Services. In this role, he provides services in truck costing and benchmarking, fleet management advisory services, freight logistics, transportation planning, and computerized systems. He has been employed by Trimac in various progressively responsible positions since 1974 and was previously employed by Transport Canada (Airports), the City of Calgary, Parks Canada and the National Research Council. He holds an M.A. Sc. Degree in Civil Engineering (Transportation) from the University of Waterloo and a B.Sc. (with distinction) in Civil Engineering from the University of Calgary. In addition to serving on the Board of CTRF, Lloyd has taught both undergraduate and graduate level courses at the University of Calgary. He currently instructs a transportation projects course jointly listed by the U of C Department of Geography Transportation Theme School and the Van Horne Institute.

IMMEDIATE PAST PRESIDENT: JANET M. WEISS

Past President Weiss is Director of Asset Management for Canadian Pacific Railway and is based in Mississauga, Ontario. She has held various increasingly challenging positions with that organization since 1988 including: Marketing Representative, Export Grain; Manager, Chemicals and Growth Accounts; Senior Manager, Strategy Development and Director, Intermodal and Automotive Assets. Janet holds an MBA (with honors) in Agribusiness from the University of Santa Clara, California and a B.S.A. in Agricultural Economics and Farm Management from the University of Manitoba. She has served as a Board Member of CTRF since 1995.

SECRETARY: GAIL R. SPARKS

Gail Sparks has been the Business Manager at Clayton, Sparks & Associates Ltd. and VEMAX Management Ltd. for 18 years. Both of these engineering management firms are involved in the transportation sector and are strong CTRF supporters. In 1991, Gail took over responsibility for the CTRF Secretariat. Having a central office with some "consistency and history" has greatly enhanced CTRF's capability of maintaining its excellent traditions in scholarship programs, student paper competitions, and the annual forum. On a personal note, Gail is a grandma of three.  She is also an avid precision figure skater. Gail is based in Saskatoon.

JAN BOWLAND

Jan Bowland heads the National Supply Management Practice of KPMG Management Consulting. She is affiliated with the Institute of Management Consultants, the Canadian Transportation Research Forum, the Transportation Association of Canada, the Transportation Research Forum and the Chartered Institute of Transport. She has provided assistance to carriers, shippers, government agencies and third party logistics companies. Ms. Bowland is a frequent speaker at supply chain management, shipper and transportation venues, has authored several papers and is interviewed by trade and financial press.

VICE PRESIDENT, EXTERNAL: PAUL OUIMET

Paul Ouimet is Vice President, Strategic Services & Business Development, for Vancouver International Strategic Services Ltd. (VISTAS). He is responsible for overall management of strategic planning, strategic advocacy, and business development projects. Prior to joining VISTAS, he was Vice President of WESTAC. He has managed numerous research initiatives in transportation and has organized and facilitated policy forums and strategic retreats for various clients. Other previous employment was with the Edmonton Chamber of Commerce and Edmonton Economic Development Authority where he was responsible for several transportation, tourism, and economic development projects. He has a Master of Business Administration from the University of British Columbia, where he has also been a part-time lecturer on transportation policy, and also holds a Bachelor of Commerce in Economics and Marketing from the University of Alberta. Mr. Ouimet recently chaired the Symposium Project Committee for the APEC Ministerial Meeting, has authored numerous transportation publications, and has organized workshops for the Federal Minister of Transport, the Province of Alberta, and numerous senior governmental and corporate agencies.

EXECUTIVE VICE PRESIDENT: RONALD G. RICE

Dr. R.G. Rice is a Professor in the School of Urban Planning and the Department of Civil Engineering and Applied Mechanics, of McGill University in Montreal. His twenty year career of teaching and research has included positions at the University of Toronto, UBC and McGill University in disciplines of transportation engineering, urban transportation planning, transportation and land development, and urban planning. Current research includes transit impact assessment, land-use and transportation forecasting models, and transportation planning in developing countries. In addition to academic career accomplishments, Dr. Rice has served as an employee or consultant for the EXPO 86 Corporation, CIDA, Greater Vancouver Regional District Transit, Toronto Transit Commission, Ontario Ministry of Transportation and Transport Canada. His educational credentials include a Ph.D. in Civil Engineering and a Dipl. T&R. Urban Planning from the University of Toronto, S.M Civil Engineering from MIT, and a B.A.Sc. in Civil Engineering from the University of Toronto.

VICE PRESIDENT PROGRAM AND PUBLICATIONS: ERIC HILDEBRAND

Dr Eric Hildebrand is Assistant Professor, Department of Civil Engineering at the University of New Brunswick since 1993. His academic credentials include a Ph.D. in transportation planning from the University of Waterloo as well as Bachelor and Masters degrees in Civil Engineering from UNB. Prior to his academic career, Eric Hildebrand consulted as a Traffic Engineer and Transportation Planner in New Jersey and New Brunswick and worked as an accident reconstructionist with UNB’s Collision Investigation Team – to which he is still a technical consultant. Dr. Hildebrand’s primary areas of expertise include transportation modelling, traffic engineering, simulation analyses, highway engineering and road safety. Recent projects include activity-based modelling of the elderly, heavy truck accident reconstruction, conspicuity treatments of heavy trucks, delineation of passing zones, and simulation analysis of a toll facility.

 

VICE PRESIDENT MEETINGS: GORDON TUFTS

Gordon Tufts is Senior Transportation Policy Advisor for the Department of Transportation and Public Works of Prince Edward Island. He is based in Charlottetown, PEI. Prior to joining his current organization in 1996, he served as Senior Transportation Policy Analyst and Transportation Planning Supervisor for the Department of Works, Services and Transportation of Newfoundland and Labrador; Motor Vehicle Accident Investigator, Transport Canada; Traffic Engineer, Kingdom of Saudi Arabia and Principal Project Officer for the UNB / Transport Canada Collision Investigation Team. He holds a Bachelor of Science in Civil Engineering from the University of New Brunswick (UNB). In addition to his CTRF affiliation, Gordon Tufts has held memberships and / or served as director for many organizations including: The Institute of Transportation Engineers (ITE); Association of Professional Engineers of Prince Edward Island (APEPEI); Association of Professional Engineers of the Province of New Brunswick (APENB); Association of Professional Engineers and Geoscientists of Newfoundland (APEGN); Research and Development Council and the Multi-Modal Council, Transportation Association of Canada (TAC); Aviation Standing Committee of TAC and the Canadian Association of Road Safety Professionals (CARSP).

VICE PRESIDENT SPONSORSHIP: MARCEL LEDUC

Marcel Leduc is Manager of Regulatory Costing in Strategic and Financial Planning for Canadian National Railway. He is currently based at CN Headquarters in Montreal. Since joining CN in 1965, Marcel has worked in various positions in Accounting and Business Planning. Marcel Leduc is originally from Joliette, Quebec. He completed studies at Ecole Des Hautes Etudes Commerciales in Business Administration and also obtained a Bachelors degree in Administration from Universite de Montreal.

VICE PRESIDENT, AWARDS: TRICIA TREPANIER

Trish Trepanier is Director, Transportation Division of Statistics Canada. For 20 years with Statistics Canada, she has held a number of progressively responsible positions including: Director of Small Business and Special Surveys, Assistant Director of Agricultural Statistics, Chief of Informatics Branch, and other positions related to computer systems research, development and maintenance. Prior to joining Statistics Canada, she was Supervisor, Computer Operations for the Public Service Commission. Tricia Trepanier graduated with Honors in post secondary Computer Science at Ottawa, Ontario, 1980. She is also Founding President and served on the Board of Directors for Garderie Tunneys Daycare in Ottawa.

VICE PRESIDENT, ORGANIZATION AND DEVELOPMENT: BILL RANEY Bill Raney is Manager of the Strategic Priorities and Assessment Office for the Ontario Ministry of Transportation. He has been responsible for leading a number of policy and planning research projects. Prior to joining the ministry, Bill worked in the trucking industry for over 10 years. He has his MBA from the University of Western Ontario and his BA in Political Science and Economics from the University of Toronto. Bill has written many papers for CTRF's annual conferences and has served on CTRF's board for a number of years. He is a past president of the organisation.

COUNCILLOR: YVES BUSSIČRE

Dr. Yves Bussičre is professor at INRS-Urbanisation at the National Institute of Scientific Research of the University of Quebec and an active member of the Montreal Interuniversitary Group on Urbanization and Development. He holds a Ph.D. (Economics) from the University of Toulouse, a Masters (Sociology) from the University of Aix-Marseilles and a Degree in Applied Economics from the University of Montreal. He has instructed as an invited scholar in many universities including: University of Montreal, University Autonoma of Puebla, and University of Costa Rica. He has consulted to many organizations including the French Plan, the Montreal Metropolitan Transport Commission, the Quebec Department of Transport, the French National Institute of Transport and Security, and the Government of the State of Puebla, Mexico. He has authored many multidisciplinary transportation publications and is known for his research contributions to forecasting analysis and the consequences of demographic and urban change on travel demand.

COUNCILLOR: GERRY KOLAITIS

Gerry Kolaitis is Director of Corporate Planning and Financial Support for Via Rail Canada Inc. He holds an MBA as well as a B Comm. Degree from Concordia University. After a brief period of employment with Canada Steamship Lines, Gerry joined VIA Rail where his duties have been in areas related to planning and finance.

He is currently responsible for directing that corporation’s strategic, financial, route and fleet planning and analysis. Other professional involvements have included membership on the Advisory Council, Canadian Institute of Guided Ground Transport, serving as VIA's representative on the National Rail Network Study Steering Committee, and as a member of the Advisory Board of the Hellenic Community of Montreal. He joined the CTRF as councillor in 1997, and became Vice President-Meetings in May 1998, responsible for conference logistics.

COUNCILLOR: PAUL LAROUCHE

Paul Larouche is Director of TGV Projects for Bombardier Transportation Mass Transit: North America. He is responsible for market development of high speed rail projects, which utilize Alstom’s TGV High Speed Rail system technology in North America. Since joining Bombardier in 1983, he has served in various positions in Advance Engineering and Project Management including Manager of System Engineering for Bombardier’s Mass Transit Division. Prior employment was with Canadian General Electric Company where he held various positions in Engineering and Manufacturing. His educational background includes a Bachelor’s Degree in Mechanical Engineering from the University of Ottawa. Paul is married and has two children.

COUNCILLOR: BARRY E. PRENTICE

Dr. Barry Prentice is Director of the Transport Institute and an Associate Professor of Agricultural Economics at the University of Manitoba, where he has held a joint teaching and research appointment since 1985. His major research and teaching interests include logistics, transportation, agribusiness marketing and commercial trade policy. Dr. Prentice has authored or co-authored more than 75 publications, many of which have been recognized for excellence in national paper competitions and awards. He serves as a Board Member for Winnipeg Airports Authority, Inc., National Transportation Week, and the CTRF. He is Editor-in-Chief of the Canadian Logistics Journal and Associate Editor of the Journal of Transportation Research Forum. In addition to his academic accomplishments and directorships, Dr. Prentice has consulted and participated in numerous important undertakings including Winnipeg TransPlan 2010, the Mid- Continent International Trade Corridor, several expert committees, and is frequently asked to speak on the topics of trade and transportation.

COUNCILLOR: RACHID RAFFA

Touhami Rachid Raffa is currently an Analyst, for the Quebec Ministry of Transportation. Born in Algeria and trained in public law, Rachid spent the first part of his career in the marine industry. Established in Montreal since 1975, he worked in the international maritime field for many years before joining the Quebec Ministry of Transport in 1984, in Quebec City. Since then, he has held several multimodal responsibilities.

COUNCILLOR: ROGER ROY

Roger Roy is Director General, Economic Analysis at Transport Canada. He has more than 25 years of service with the Government of Canada with various departments and agencies: Department of Regional Economic Expansion, Canadian Transport Commission, National Transportation Agency, Trade Negotiations Office, Canadian Transport Agency and Transport Canada. He was a member of the negotiating team of the Canada-U.S. Free Trade Agreement. Since 1988, he has been associated with the Annual Report To Parliament On The State Of Transportation In Canada. He holds a Masters Degree in Economics from Ottawa University. Roger has strongly supported CTRF for a number of years and has served as a board member since 1988. He is a CTRF past president.

COUNCILLOR: CLARENCE WOUDSMA

Dr. Clarence Woudsma is Assistant Professor, Department of Geography, at the University of Calgary. He is both a researcher and teacher in Transportation and Geographic Information Systems. His current major areas of interest are urban goods transportation and transportation land use relationships. He has been on faculty since 1996 and enjoys the City of Calgary’s active transportation sector. Previously, he held a Postdoctoral Fellowship at SUNY Buffalo, researching cross-border trucking. He holds a Ph.D. from McMaster University, where he conducted an indepth study of Ontario's for hire trucking deregulation. Clarence Woudsma received his Master’s Degree from Wilfred Laurier University and completed undergraduate studies at Laurentian University. Originally from Woodstock, Dr. Woudsma claims that his interest in transportation stems from growing up with the steady stream of trucks on Highway 401. Together with his fiancee, Carole Ann, also employed at the University of Calgary, he enjoys many wonderful outdoor activities available in the Calgary area.
